Morale suffers because of the lack of promotions. Promotions are often political and have little to do with delivering on quantifiable objectives. I suggest adopting a system where those individuals that get things done are promoted, and those that don't are told they are not part of Cisco's long-term plans. We need a this kind of energy in the company to keep us from stagnating. Those that produce need to be promoted to keep from working to the lowest common denominator, which is a natural tendency when career prospects are limited.
