End the two tier system.
During the good times we hired a lot of foreign lawyers with the idea that they would go back to their country and act as a connection to that firm. Now that legal jobs have dried up, our foreign lawyers aren't leaving. This is causing strange tension in the office. It is quite clear right now that there are two sets of attorneys. The associates that are getting good work and the attorneys that are getting shit work. No one is getting fired, everyone is getting paid, but all the some it is horrible for morale to have this two tier system. These attorneys are not going to leave until they are asked or find a job. My suggestion is as follows 1) tell associates that are not wanted to leave; and 2) do not restart the foreign associate program. The 2007 class, largest in firm history, was a huge mistake. In order to move forward somebody needs to clean it.

What does the "two tier" system have to do with it? Why not just say that the firm should ask the less productive associates to find another home, foreign associates or not? It seems your post is designed to add to the "strange tension" that you say exists in the office.
